The Compact is an agreement between the government and the voluntary and community sector (VCS) made in November 1998 to improve their relationship for mutual advantage. The Compact between the Government and the VCS provides a framework to guide their relationships. It is a starting point for developing partnerships based on shared values and mutual respect. The Compact arises out of the Deakin Commission Report on the "Future of the Voluntary Sector" and the policy document "Building the Future Together".
