Consortia
The ChangeUp programme was introduced to the North East in 2004 and was managed through five consortia – one for each of the four sub-regions, and one which works on a regional basis. Each of these consortia has been responsible for identifying needs in their own geographical area and deciding how funding can best be allocated to meet them.
The Infrastructure Investment Plans (IIPs) produced by each consortia which prioritised the funding allocations for the ChangeUp Main spend in 2005-08.

Consortia Development Fund
During 2007 Capacitybuilders evaluated the effectiveness of consortia as a channel for funding. As a result of this extra resources were made available to help consortia self assess, identify actions for improvement, support membership and promote their functions to the wider third sector. Funding was allocated for 2007/08 to the region and shared equally across consortia. A delivery plan was produced to show how each consortia would use the funding to enable to the groups to be fit for the purpose of managing Infrastructure grants and strategic planning.
